Soto_Tino

Faustino Soto

A board member for several years, Mr. Soto contributes his entrepreneurial skills as a consultant with his own firm. Mr. Soto is a graduate of the University of Texas at El Paso with a Bachelors of Business Administration Degree in Accounting. Mr. Soto has worked for the U.S. Department of Housing and Urban Development (HUD) as well as the U.S. Department of Education. Mr. Soto currently serves as an academic advisor at Northlake College as well. His attention to the Irving community has earned him the position of Planning and Zoning Commissioner. He has also won awards such as the High Spirited Award and Community Advocate Award from the Bilingual Educators of the Metroplex.

 

William Cole

Mr. Cole brings 45 years of experience as a Professional Civil Engineer to Irving Community Development Corporation. His dedication to organizations, such as Rotary International for 46 years, assures the coming successes of ICDC. Mr. Cole is a graduate of Texas A&M University with a Bachelor of Science Degree in civil engineering. He has served as Project Manager for more than 150 projects in the Dallas/Ft. Worth area.

 


Gibson_Colvin

Colvin Gibson

Mr. Gibson has served on the board since 1995. A management consultant, Mr. Gibson brings more than 30 years of business and consulting experience to the organization. He retired early from Exxon Mobil after more than 26 years on the job. He was a Captain in the United States Army and a graduate of Norfolk State University with a Bachelor of the Arts Degree in history. Mr. Gibson continues to contribute to the well being of his community through experiences with the Irving Black Arts Council, Irving Salvation Army, The Greater Irving-Las Colinas Chamber of Commerce, DCET, Debes Creer En Ti, as well as past service with several city and school district committees. He has been awarded the High Spirited Citizen Award by the City of Irving and a Distinguished Alumnus Award from his alma mater, NSU.


Vernon Proctor

A civil engineer by training, Mr. Proctor has been with ICDC for many years. His success as the owner of his own construction firm, Mart, Inc., has brought visible distinction to ICDC affordable homes. Mr. Proctor is a graduate of the University of Texas at Arlington with a Bachelor of Science degree in civil engineering. He sat on the Planning and Zoning Board for several years and presently sits on the Downtown Irving Preservation Board along with the ICDC Board.

 


Ruben Carranza

With a variety of work experiences, Mr. Carranza is a valued addition to ICDC’s Board of Directors. He has worked with the U.S. Department of Health, Education, and Welfare, Department of Health and Social Services, Department of Housing and Urban Development, and the Social Security Administration. Mr. Carranza has a Bachelor of the Arts degree in geography and a Masters of Business Administration from Sam Houston State University. He has served on the board of the International Good Neighbor Council, Operation SER, the Dallas Chapter of the American GI Forum, as well as the Irving Heritage Society.

 

Don Williams

As a certified public accountant and active member of the community, Mr. Williams brings many contributions to ICDC. He earned a Masters of Business Administration from Angelo State University and a Bachelor’s of Business Administration from the University of Texas at Austin. Mr. Williams served 7 years in the U.S. Air Force. He joined the Economic Development Division of the Chamber after 28 years with Verizon and is presently on the board of the Irving Family YMCA as well. Mr. Williams is Director of Business and Visitors Services for the Greater Irving-Las Colinas Chamber of Commerce.

 

Mario Villatoro

Villatoro, a general construction contractor, has a background in maintenance supervision and in the mechanical crafts. He and his family have the distinction of also being one of the first families to occupy a housing development designed and constructed by ICDC. The development, Larry Court, was completed in 2002. It consisted of seven single family homes. 

 

Bill Hood

Bill Hood is an architect with a practice in Irving. He also is a home builder and has other business interests. He is committed to the helping those in needs and dedicated to helping ICDC revitalize Irving neighborhoods.

 

Irving Community Development Corporation is a non-profit organization serving Irving since 1995. Applicants will recieve complete First Time Home Buyers Guidelines.
